UK Cosmetics Responsible Person: Obligations, Documents and Common Mistakes
A practical guide to the Great Britain Responsible Person role, PIF maintenance, labels and SCPN notifications for cosmetics brands.
This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.
The GB Responsible Person is more than an address
Cosmetics made available to consumers in England, Scotland and Wales require a Responsible Person under the Great Britain cosmetics regime. The role can be held by an eligible manufacturer, importer, distributor acting under its own brand or an appropriately appointed person or organisation. The official OPSS guidance explains the establishment and address requirements. An ordinary mail-forwarding service is not a replacement for a genuine Responsible Person arrangement.
What the RP must ensure
The RP is responsible for ensuring key safety and information obligations are fulfilled. These include checking ingredient restrictions, arranging a suitable Cosmetic Product Safety Report, maintaining a Product Information File, ensuring compliant labelling, making the necessary product notification and managing reports of serious undesirable effects. Many administrative elements can be coordinated by others, but the RP remains legally accountable for its duties.
The document file that matters
A PIF describes the product and contains the safety report, manufacturing method and GMP statement, evidence relevant to claimed effects and required information on animal testing. The file is not a certificate that can be generated once and forgotten: it must be kept up to date and retained for ten years after the last batch is placed on the market. Changes to packaging, ingredients or directions for use may require review.
Why a low annual RP fee may not be the full budget
Compare fees for the RP appointment with separate charges for initial document review, CPSRs, label assessment, SCPN administration, hosting, changes and incident support. For 20 or 100 products, clarify whether your provider counts SKUs, underlying formulations or families differently for each service. Transparency about deliverables is more useful than a single quoted price with an undefined number of exclusions.
GB and EU are not a single registration
A UK appointment and SCPN notification do not automatically replace EU market requirements. If you sell across GB and the EU, map the Responsible Person and notification responsibilities separately. Northern Ireland also needs particular treatment because its relevant cosmetics rules follow the EU regime under the Windsor Framework. A joined-up project can coordinate the work without pretending it is legally identical.
