Changing Your EU Cosmetics Responsible Person: A Practical Transfer Checklist

Moving EU cosmetics RP providers? Plan mandates, PIF access, label details, CPNP responsibilities and document continuity before switching.

VARANOS GLOBAL EDITORIAL   ·   PUBLISHED 25 OCTOBER 2026   ·   3 MIN READ

This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.

Why brands consider changing provider

A brand may change Responsible Person because of pricing, poor communication, a new European distribution model or the need to consolidate several product ranges. The decision should not begin with cancelling the existing arrangement. The first priority is continuity: identify every affected product, how the PIF is held, current notification records and which company has formal responsibility at each point in the transition.

Inventory the documentation before giving notice

Request an itemised product list with formula versions, existing safety reports, technical files, labels and the current status of each market. Check whether your contract permits export of documents and what format you will receive. Determine who owns the scientific report and whether any existing work may be reused by the proposed replacement provider. A report's existence is not proof the receiving RP has approved its adequacy.

Match the regulatory and commercial handover

The new EU RP must be able to fulfil its obligations, which may include updating product information and notifications, confirming access to the PIF and addressing relevant labels. A name or address change may affect artwork. The actual transfer sequence and responsibility for updates should be agreed with both parties before the old arrangement ends, rather than relying on an informal email saying the brand is now 'covered'.

Questions worth asking each provider

Who retains the complete source dossier? Who is responsible for historic adverse-event correspondence? Are there early termination fees or continued document-hosting charges? What are the notice periods and turnaround times? Can a product with an incomplete or disputed safety file be accepted? Are you paying per product, formula or portfolio at the new provider? Make the answers part of a documented transition plan.

Where independent coordination helps

A transfer creates a concentrated period of data reconciliation, provider communication and document chasing. An independent project manager can help make sure neither party overlooks an essential item, while RP-specific judgements remain with the authorised provider. Varanos can scope that coordination for brands considering a change — provided the receiving partner and handover obligations are established before any representation is promised.
