EU Responsible Person for UK Cosmetics Brands: What You Actually Need

Selling skincare or makeup from Britain into the EU? Understand who can act as Responsible Person, what they do and how to prepare your documents.

VARANOS GLOBAL EDITORIAL   ·   PUBLISHED 25 OCTOBER 2026   ·   3 MIN READ

This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.

Why UK brands need a different arrangement after Brexit

A cosmetic product placed on the EU market must have an appropriately established Responsible Person (RP). A business established only in Great Britain cannot ordinarily serve as the EU RP simply by putting a European mailing address on its packaging. The RP is a substantive compliance role: they must be able to fulfil obligations under Regulation (EC) No 1223/2009 and make the product information available to authorities. This is separate from the GB requirements that may apply to the same product.

What the EU RP actually manages

The RP must ensure the relevant regulatory obligations are met, including a suitable safety assessment, Product Information File (PIF), compliant information on the product and notification through the EU Cosmetic Products Notification Portal (CPNP). The RP may obtain specialist services, but appointment does not erase its underlying accountability. If you outsource the role, confirm the legal entity accepting the mandate, where it is established and how the PIF is maintained and accessed.

What to prepare before requesting a quotation

Create a list of products, formulations, shades, sizes and target countries. Gather the full quantitative formula for the authorised assessor, manufacturer and GMP evidence, raw-material specifications, stability and microbiological data where relevant, packaging information, draft labels and current safety reports. Some reports may need updating for the EU framework rather than being accepted unchanged. Be clear about confidentiality arrangements for proprietary formula percentages.

How to compare the real cost

Ask every provider to quote the same portfolio. Separate first-year RP appointment, onboarding, CPSR work, PIF review or hosting, CPNP preparation and updates. A provider's attractive annual fee may exclude work that blocks launch. Request terms for changes in formulation, new products, cancellations and transfer of documents if you change supplier. In portfolios with many variations, ask exactly how the provider defines a product versus a distinct safety-assessment scope.

A manageable route to market

The simplest project plan starts with a product inventory and missing-evidence register, then assigns manufacturer requests, qualified assessment, RP review, label changes and notifications to named owners. You do not need to personally become a regulatory specialist to manage those dependencies. Varanos can help coordinate the project and third-party specialists under a clearly defined scope, while professional sign-off stays with the appointed qualified parties.
