SCPN for Cosmetics: The Great Britain Notification Checklist
What brands need to know about the UK's Submit Cosmetic Product Notifications (SCPN) service, Responsible Person information and product records.
This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.
When a GB notification is needed
Before a cosmetic product is made available to consumers in Great Britain, the relevant Responsible Person must notify the Office for Product Safety and Standards using the Submit Cosmetic Product Notifications (SCPN) service. The GB process is separate from the EU Cosmetic Products Notification Portal. Having a listing in the EU system does not automatically satisfy the corresponding GB requirement.
Information to assemble first
Build a correct product list and identify the appointed GB Responsible Person. The notification process draws on product name and category, the RP and its contact information, the location of the Product Information File, urgent-contact details and specific ingredient or nanomaterial information when relevant. The exact portal fields can evolve, so work from the current official service guidance rather than copying an old supplier spreadsheet.
Why the PIF and safety report matter here
An SCPN reference does not replace a scientific safety assessment or make an incomplete PIF acceptable. The designated RP needs an adequate CPSR, appropriate manufacturing evidence and compliant product information. Reconcile product names and versions across the safety assessment, notification and final package before launch. When a range includes multiple shades or sizes, do not assume each variation is treated identically without checking the applicable notification approach.
Common problems that slow launch
Frequent avoidable problems include a mismatch between the product name on artwork and in the dossier, unclear manufacturer information, missing quantitative formulation details, incomplete nanomaterial disclosure, an outdated safety report and confusion over who actually holds the GB RP role. A small catalogue spreadsheet with document owners, version dates and status can prevent quite a lot of repetitive correspondence.
How Varanos can help coordinate
Our proposed service is not simply a data-entry shortcut. We can organise the supporting documents, chase missing supplier evidence, prepare an auditable project inventory and coordinate notifications with the appropriate RP under a written scope. Specialist assessments remain with qualified people. The result we want for the brand is a clear view of what is complete and what still stands between the product and launch.
