EU CPNP Notification for Cosmetics: What Brands Must Prepare

Learn who submits an EU cosmetic product notification, which product records are involved and what happens before launch.

VARANOS GLOBAL EDITORIAL   ·   PUBLISHED 25 OCTOBER 2026   ·   3 MIN READ

This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.

What CPNP is — and is not

The Cosmetic Products Notification Portal (CPNP) is the EU's central notification system for cosmetics under Regulation (EC) No 1223/2009. The appropriate Responsible Person must ensure that the required information is submitted before placing a product on the market. A CPNP notification is not an approval, scientific safety certification or replacement for the Product Information File. Commercial service charges cover actual document preparation, checking and submission administration rather than providing a substitute for the legal notification obligation.

The practical inputs behind a submission

A brand needs reliable product identification, categories, responsible person details, formulation-related notification information, relevant ingredients or nanomaterials, labelling or packaging information and contact details in the formats the portal requires. The exact information depends on product characteristics. The team submitting the notification must understand which details can be provided by the brand and which must come from the factory or appointed assessor.

What must happen before filing

First, establish the correct EU RP and final product identity. Then reconcile the safety assessment, relevant product information, packaging artwork and notification data. If a manufacturer has supplied inconsistent formula versions or an old label design, resolve that discrepancy before treating the notification as a final administrative tick-box. Submission can be quick when the inputs are ready; collecting correct inputs can be the difficult part.

Selling in several EU countries

A product properly notified in CPNP generally does not need additional national cosmetic product notification in each EU Member State, although language, distribution, packaging and other requirements may still apply. It is important not to confuse CPNP with national packaging EPR registration or a country's general business registration requirements. These are distinct processes with different triggers.

Where a managed service adds value

A brand with dozens of SKUs often wants one list showing which products are ready, which formulations need review and which notification records are outstanding. Varanos can organise that administrative workload and coordinate with the appointed RP under the agreed scope. Rather than charge for the existence of an official portal, the value proposition is accuracy, supplier coordination and fewer launch-blocking gaps.
