EU and UK Cosmetic Labelling Checklist: What to Review Before Printing
A practical cosmetics label review guide covering INCI, Responsible Person details, warnings, pack sizes, claims and artwork handovers.
This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.
A label should match the actual product
Packaging design often runs ahead of the final formulation and safety assessment. That is risky: ingredient declarations, warnings, product function or RP details may change during professional review. Before ordering thousands of cartons, confirm which formulation version the artwork reflects and whether the appropriate qualified people have reviewed the safety-related content. Treat a label review as a controlled process, not an optional final spelling check.
The information generally considered
Depending on product and circumstances, EU and GB rules can require a responsible person name and address, country of origin for imported products where applicable, nominal quantity, durability or period-after-opening information, precautions, batch identification, product function and the ingredient declaration using appropriate naming conventions. There are exceptions and special presentation rules. Translation needs are determined by destination-market requirements rather than assuming English-only artwork works everywhere.
Claims are part of regulatory evidence
Words such as 'anti-ageing', '24-hour hydration', 'dermatologically tested' or 'clinically proven' can change what proof is needed. The EU has common criteria for cosmetic product claims under Regulation (EU) 655/2013, and the wider safety and advertising context matters. Claims should be supported by appropriate evidence; merely printing them on packaging does not make them acceptable. The PIF may need proof of the claimed effect where justified by the claim.
Plan for product families and variants
If a single brand has eight lipstick shades or multiple scents, create artwork records keyed to the correct formula and product identity. Check differences in shade names, INCI variations, warnings and packaging materials. Using one unreviewed master label for everything can leave inconsistencies unnoticed. Suppliers should supply final print-ready files alongside approved dimensions and materials so checks are made against exactly what the factory will print.
Avoid expensive reprints with a managed review
Build an artwork sign-off matrix listing the brand, manufacturer, RP and reviewer where relevant, alongside the exact file revision and decision. Keep the approved version and a record of subsequent changes. The work is administrative until it involves specialist compliance assessment — which must be done by appropriately qualified parties. Varanos can coordinate the collection and review steps under a defined project agreement.
