Cosmetic Product Information File (PIF): What Goes In, Who Keeps It and Why It Matters

A practical PIF checklist for skincare and makeup brands: CPSR, GMP, claims evidence, technical documents, updates and retention.

VARANOS GLOBAL EDITORIAL   ·   PUBLISHED 25 OCTOBER 2026   ·   3 MIN READ

This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.

A PIF is a maintained evidence record

The Product Information File is the central technical record for a cosmetic product. It allows competent authorities to inspect the evidence behind the product's safety and compliance. It is not equivalent to one supplier certificate or one page of ingredient names. The EU cosmetics framework and GB guidance require the Responsible Person to maintain specified records and to make them available as required.

The core components

A PIF includes a product description; the Cosmetic Product Safety Report; the method of manufacture and a statement concerning Good Manufacturing Practice; proof of the claimed effect where the claim's nature requires it; and relevant data on animal testing. Supporting documents may include formula breakdowns, specifications, stability studies, microbiological reports, packaging information and supplier statements. The exact supporting evidence depends on product and assessment.

SDS, CoA and GMP records are supporting documents

Safety Data Sheets describe hazards and handling information. Certificates of Analysis can show batch-level specifications or purity measurements. Technical data sheets may explain the properties of a particular raw material. These can be valuable, but none is automatically a complete finished-product safety report. A CoA showing 99.5% purity of a raw ingredient does not mean the finished cosmetic contains that ingredient at 99.5% concentration.

Who updates the file and how long it lasts

The appointed RP is responsible for keeping the PIF compliant and current. Official guidance requires a ten-year retention period after the last batch is placed on the market. Updates may follow reformulation, packaging changes, new scientific evidence or changes to safety assessment conclusions. A useful operational system tracks file versions, which SKU/formula each applies to and the dates on which specialist reviews occurred.

A better workflow for manufacturers

Instead of asking a factory to manually type 20 ingredient records into another portal, provide it with a secure upload route and a concise, translated missing-document checklist. Extract candidate facts into a structured inventory while preserving original source references and restricting proprietary percentages. The final dossier still needs appropriate expert verification. This approach is how Varanos intends to make documentation coordination less labour-intensive.
