EU Cosmetics Packaging Rules in 2026: PPWR, EPR and the Questions Brands Should Ask

Understand the EU Packaging and Packaging Waste Regulation's 2026 start, and why national packaging EPR is separate from cosmetics RP requirements.

VARANOS GLOBAL EDITORIAL   ·   PUBLISHED 25 OCTOBER 2026   ·   3 MIN READ

This guide summarises EU or GB requirements as understood in October 2026. For product-specific decisions, the appointed Responsible Person and qualified specialists must review the actual dossier.

Packaging compliance is not the same as cosmetics compliance

A skincare formula can have an adequate CPSR and PIF while the commercial business still has packaging responsibilities. The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, generally began applying on 12 August 2026. Its requirements cover packaging in a much broader sense than cosmetics safety. National producer-registration and extended producer responsibility obligations can also be relevant and need their own assessment.

What PPWR means for planning

The framework addresses packaging composition, recyclability, minimisation, reuse and other requirements, with a range of dates and transitional rules rather than one universal overnight deadline. A cosmetic jar, pump, carton and shipping package may involve different materials and suppliers. Brands should inventory the actual components rather than treat 'our packaging' as a single undifferentiated item. Check official European Commission guidance and evolving implementation details.

Do not confuse one EU RP with one EU packaging registration

An appropriately established EU cosmetics Responsible Person can fulfil the cosmetics RP function across the EU market. That does not mean there is a single equivalent registration covering all national packaging producer obligations. Selling packed goods into multiple Member States may create distinct country-level administrative questions. The liable economic operator can depend on the supply chain and sales model, so do not automatically put every task on the manufacturer.

Useful documents to gather from suppliers

Ask packaging suppliers for component descriptions, material breakdowns, weight by material, specifications and any relevant composition or recycling evidence. Record carton inserts, closures and secondary shipping packaging separately where appropriate. A generic supplier claim that packaging is 'eco-friendly' is not a substitute for the information required by a particular regulatory programme. The exact dataset should be guided by your actual obligations.

Scope packaging as a separate workstream

For now, the practical approach is to map affected markets and products, identify the possible obligated producer, then involve a packaging EPR specialist where needed. Varanos's initial cosmetics market-entry service should not pretend that a CPSR fee includes every Member State's packaging obligations. Those can be separately quoted and coordinated as the client expands.
